The trick is RetroArch's DOSBox-X core: give it a Windows 95 .img that was already installed and set up elsewhere, tune a few core settings, and it runs on the console with left and right click working through the trackball — jutleys' screenshots show the desktop on the built-in panel, and he notes the method works on any device that runs RetroArch. Any pre-configured image will do, not only his.

For plain DOS, grhmhome's A-06 thread reports stock DOSBox going fullscreen but drawing half the screen until a reboot, and DOSBox Staging lagging; DeRock25's suggestion is output=opengl instead of surface in the DOSBox config and a refresh rate that matches the panel, since DOSBox changes the X resolution rather than scaling internally.
